Former U.S. Rep. Michael G. Fitzpatrick has joined the Philadelphia office of Obermayer Rebmann Maxwell & Hippel LLP as a partner in the litigation department. Fitzpatrick was elected four times to represent Pennsylvania's Eighth Congressional District and has been engaged in the private practice of law for more than 20 years.

Former U.S. Rep. Michael G. Fitzpatrick has joined the Philadelphia office of Obermayer Rebmann Maxwell & Hippel LLP as a partner in the litigation department. Fitzpatrick was elected four times to represent Pennsylvania's Eighth Congressional District and has been engaged in the private practice of law for more than 20 years.

One Village Coffee, a specialty coffee roaster in Souderton, has named Andrea Hackman president. She has served as general manager for the last two years.

Bracket, a Wayne provider of clinical-trial technology and specialty services, has hired Jennifer Peters as senior vice president and general manager for the Scientific Services division. Peters had been founder and CEO of Greenphire.

Holman Automotive, a privately owned dealership group based in Mount Laurel with more than 38 retail franchises and 17 brands nationwide, has hired Petter Witt as platform vice president, Northeast. He had been executive vice president, operations, for BMW North America.

Kutak Rock, a Philadelphia-based regional and national provider of legal services and counsel, has named business litigation attorney Peter Kessler to the firm's partnership. He had been of counsel.

Alex Zetick has been named senior vice president of commercial lending at Spring Garden Lending Group, which specializes in short-term loans to acquire, rehab, construct, and refinance real estate investment properties in Philadelphia and the suburbs. Zetick had been senior vice president at Valley Green Bank. He joins Jay Goldstein, co-founder and former president of Valley Green Bank, who co-founded Spring Garden Lending with other Valley Green Bank executives in September 2016.

Anthony Temeles has been promoted to associate from project manager in the Philadelphia office of Modjeski & Masters, a bridge design and engineering firm. Richard Jackson has been promoted to associate from senior project engineer.

James Sousa has been promoted to president of Weichert Commercial Brokerage Inc., Morris Plains, N.J. He had been manager of Weichert Commercial's Morris Plains office.

Lori Klein Brennan has been named executive director CCS Fundraising, a New York provider of strategic consulting and fund-raising management services to nonprofit organizations. She will work as a consultant to the Kennedy Health Foundation in Voorhees. Klein Brennan had been director of communications and marketing at the University City District.

Cohen Seglias Pallas Greenhall & Furman PC, Philadelphia, has promoted attorneys Lori Wisniewski Azzara and Maria Panichelli to partner. The firm also said George Pallas has become the managing partner.

Stradley Ronon, Philadelphia, has hired patent attorney Paul K. Legaard as a partner in its Malvern office. He had been a partner at Pepper Hamilton.

Bellevue Communications Group, Philadelphia, has hired Mike Neilon as vice president of media relations. Neilon spent 20 years with local ABC affiliate WPVI-TV, most recently as planning editor for 6abc Action News.

Cameron R. Morgan has joined the school law department of Capehart Scatchard, Mount Laurel, as a shareholder.

Alternative asset manager FS Investments, Philadelphia, has hired Chris Condelles as executive vice president and head of capital markets and investor relations. Condelles, a Wharton School MBA alum, spent 11 years with Credit Suisse as head of U.S. credit and financing solutions.

Penn Mutual Asset Management LLC, a Horsham investment adviser managing $21 billion in assets and a wholly owned subsidiary of Penn Mutual Life Insurance Co., has hired Sean McTernan as director of business development. He had been managing director and head of sales at Third Avenue Management.

Lisa Pacell has been hired as director in the accounting/auditing department at Isdaner & Co., Philadelphia. She had been a director at the accounting firm of MervesAmonBarsz LLC.

CSS Industries Inc., a Plymouth Meeting designer and maker of seasonal products such as decorative ribbons and Halloween masks, has named John M. Roselli chief financial officer. He had been vice president of finance/chief financial officer in the Sensor Solutions business unit of TE Connectivity.

Philadelphia Insurance Cos., a Philadelphia commercial property/casualty and professional-liability insurance company, has promoted James Decker from vice president to senior vice president of underwriting. He joined the company in 2006 as an underwriter.ACI Clinical, a Philadelphia provider of clinical-trial committees and clinical-trial advisory services, has hired Andrew MacKnight as vice president of operations and Amit Bhattacharyya as vice president of biometrics. MacKnight had been chief strategy officer at Coriell Institute. Bhattacharyya was senior director, value evidence analytics, at GlaxoSmithKline.

Adam Taicher has been promoted to partner at Wayne-based management-consulting firm Navigate. He joined the company as principal in March 2014.

Ascensus, a Dresher provider of retirement-plan and college-savings services, has hired Carolyn Fraser as vice president of relationship management. She had been client administration senior manager at Vanguard Group.

Hoover Financial Advisors PC, Malvern, has hired Robert Thomas Dowd Jr. as a financial-planning associate. He had been a research financial associate in the Wilmington office of Kelmar Associates LLC.

Saul Ewing LLP has elected as partners Alexander R. Bilus, a member of the commercial litigation practice in the law firm's Philadelphia office; Christina D. Riggs, a member of the commercial litigation practice and vice chair of the higher-education practice in Philadelphia; and Silvia A. Shin, a member of the public-finance practice in the Wilmington office. The firm also promoted Karilynn Bayus, a member of the health-care practice, and Justin B. Ettelson, a member of the business and finance practice, to special counsel in Philadelphia and Sean T. O'Neill, a member of the commercial litigation practice, and Richard B. Carroll, a member of the business and finance practice in Wilmington.

Debra Wolf Goldstein has been named executive director of the Philadelphia Environmental Film Festival, which she co-founded. Co-founder Alexandra Drobac Diagne will serve as artistic director. The festival will start Earth Day weekend (April 20 to 23) at the Prince Theater in Center City. Goldstein heads Conservation Matters as an attorney and consultant.

S.R. Wojdak & Associates has hired health care policy and fiscal analyst Ronni Burkhart in the firm's health care practice as a senior associate in its Harrisburg office.  Since 2012, she has served as a principal deputy and assistant director in the Office of Budget for the Department of Human Services (DHS) and its $36 billion budget.

Hirtle Callaghan, a West Conshohocken provider of outsourced chief investment officers, has established a presence in San Francisco with the addition of Dan Eagan, who has joined the firm as a director in its portfolio management group. He will be based at a newly established San Francisco office and will work closely with Hirtle Callaghan's Scottsdale, Arizona office to expand its presence on the West Coast.  He had been managing director at Alliance Bernstein and senior portfolio manager and co-head of domestic equities at BlackRock.

PharmScript, a Somerset pharmacy provider to long-term care and post-acute care facilities, has named the following executives: John Walker, chief operating officer; Daniel Maloney, vice president of purchasing; Manny Raposo, vice president of sales; Greg Thomas, chief information officer; Danielle Korins, chief human resources officer; and Neil Bansal, vice president of business development.

Katharine Morgan has been named president of ASTM International, a Norfolk, Va. one of the world's largest standards development organization. She succeeds James A. Thomas, who served in the role for 25 years. She previously served as executive vice president for the past two years and vice president of technical committee operations. Morgan holds a bachelor's degree in chemical engineering from Lafayette College in Easton and a master's degree in business administration from Widener University in Chester.

Mountain Productions, a Wilkes-Barre staging and event production company, has named Simon Franklyn director of West Coast Operations. Franklyn has previously served as a Tour Production Rigger for the iconic likes of Led Zeppelin, Paul McCartney, David Bowie, Fleetwood Mac and The Who. He also worked as a consultant and project manager on events around the globe, including complex projects in the United States, Japan, Europe, Korea, South America and Australia.
